> The Data usage per device policy report shows data consumption grouped by service policy and coverage policy, with SIM counts and volume for activated and factory test mode SIMs

The **Data usage per device policy** report is a dashboard showing data consumption grouped by service policy and coverage policy.
Use this report to compare usage across different policy configurations, identify which policies drive the most data consumption, and review SIM counts per policy.

## Questions this report answers

* How much data is each service policy consuming?
* How much data is each coverage policy consuming?
* Which device policy has the highest data usage?
* How many activated and factory test mode SIMs are on each policy?
* What is the difference between paid and total (paid + factory test mode) volume per policy?

Each column can be used to sort the table.

## How usage is counted

The `paid_mb` and `total_mb` columns differ because of how usage is counted across reports.

Reports can show different data-usage totals for the same period.
This is expected: each report counts usage along two dimensions.

* *Paid vs zero-rated data*: Some data is zero-rated (free) and isn't charged. This is most commonly traffic from SIMs in [factory test mode (FTM)](/services/factory-test-mode). Some reports show paid volume only, while others show paid volume plus zero-rated volume.
* *Which SIMs are included*: Some reports count only SIMs that were *activated* at least once during the month. Others also include SIMs that stayed in factory test mode for the entire month.

Because of this, the same month can produce three different totals, from lowest to highest:

* Paid volume from activated SIMs only.
* Paid volume plus zero-rated (FTM) volume from activated SIMs.
* Paid volume plus zero-rated (FTM) volume from activated SIMs, plus zero-rated volume from SIMs that stayed in factory test mode all month.

The [Daily Usage](/portal/reports/daily-usage) report reflects total consumption (all data across all SIMs), so its total is the most inclusive (the highest preceding figure).
Reports such as [Data usage per device policy](/portal/reports/data-usage-per-device-policy) separate paid volume from total volume and count activated SIMs only, so their totals are typically lower.

> **Note**
>
> Invoices reflect paid volume only. Zero-rated data, including factory test mode traffic, is always excluded before billing.
> A report's total volume isn't an invoice figure and shouldn't be expected to match one.
